Garrett came to America in 1657 on the ship, "de Prince Maurits". He was made "supercargo" officer in charge by the Dutch West India Company. The ship set sail from Amsterdam, Holland on December 21, 1656. Their destination was New Amstel, Delaware. On the night of March 8, 1657 it was stranded off Fire Island. On April 16, 1657, another ship, the "Beaver", was chartered at New Amsterdam and his company set sail again for Delaware, which they reached on April 25, 1657.
Garrett remained there for awhile and became involved in the colony. He had been appointed sherriff, commissary, and a member of the council. He also married his first wife. In 1660, Garrett and Elizabeth went to Holland, where they stayed for a year. They returned on November 24, 1661 "the Purmerland Church". The passenger list, signed by G. V. Sweringen, lists a party of four- "Sir Gerrit van Schweringe", with his "wife, man-servant and maid" and 42 other passengers.
In April 1669, Garrett filed a petition along with his wife and two children to be naturalized as a British citizen. His son, Thomas, was born after the British takeover and therefore already a British citizen.
Garrett was am "innholder" at St. Mary's and owned land there and Talbot County. He was appointed an alderman by Lord Baltimore in 1668. In 1674 he built the city's stocks and whipping post.
Many of the early laws of Maryland were formulated and passed in the home of Garrett and his family. His home was known as the " Council House".
